DC Department of Housing and Community Development's Residential and Community Service Programs

DC Department of Housing and Community Development (DHCD) offers a wide range of programs designed to help residents achieve homeownership, maintain safe housing, strengthen neighborhoods, and support local businesses.

The agency's mission is to create and preserve affordable housing opportunities, encourage economic development, and revitalize underserved communities throughout Washington, DC.

DHCD focuses on three primary goals:

To accomplish these goals, DHCD offers numerous programs and services for eligible District residents and businesses, including:

Housing Counseling Services
Residents can receive counseling and education on buying a home, preventing foreclosure, improving credit, and navigating several DHCD assistance programs.

Single Family Residential Rehabilitation Program (SFRRP)
Eligible homeowners may qualify for loans or grants to make critical home repairs and address building code violations that threaten health and safety.

Lead Safe Washington Program
This program provides grants to identify and reduce lead-based paint hazards in eligible single-family and multifamily homes, helping create healthier living environments for District families.

Storefront Facade Improvement Program
Business owners located in eligible commercial corridors may receive assistance to improve the appearance of their storefronts, helping strengthen neighborhood business districts.

Small Business Technical Assistance
Entrepreneurs and small business owners can access training, technical assistance, and business development resources in eligible commercial areas throughout the District.

Home Purchase Assistance Program (HPAP)
One of DHCD's most well-known programs, HPAP helps low- and moderate-income first-time homebuyers purchase a home in the District by providing interest-free loans for down payment and closing costs.

Employer Assisted Housing Program (EAHP)
District government employees purchasing their first home in Washington, DC may qualify for loan assistance and matching down payment funds.

Negotiated Employee Assistance Home Purchase Program (NEAHP)
Certain union-represented District government employees may also be eligible for assistance with down payment and closing costs when purchasing a primary residence in the District.
